The City Planning and Development Division provides spatial direction for the development of the city, binding both the public and private sectors to an urban form that reflects the adopted strategies of the Capital City. Strategic planning tools such as the Metropolitan Spatial Development Framework (MSDF), spatial planning policies, the City of Tshwane Land Use Management By-law, 2016 (Amended 2024) (“LUM By-law”) and the Tshwane Land Use Scheme, 2024 (TLUS) are applied toward achieving the city’s desired urban form, specifically when processing land development applications.
The division is responsible for the processing of land development applications; from the submission to the linking of the land use rights and other supplementary applications. The division aspires to improve service delivery by being as accessible and responsive as possible during land development application processes. In support hereof, land development applications can be submitted on line. Please register or log in to make use of these services.
The following land development applications can be submitted on the e-Tshwane Portal, including the loading of mandatory and other documentation.
The published land development applications reflected in the View Land development applications link, have been submitted to the City of Tshwane. In terms of the requirements of section 16(1) of the City of Tshwane Land Use Management By-law, 2016 (Amended 2024) (the “LUM By-law”) the applicant is required to embark on public participation of the land development application within 28 days of submission of the application.
During the public participation period, the land development application can be viewed at the relevant Municipal Offices. Should the Municipal Offices be closed or in the case of any other eventualities a copy of the land development application cannot be perused at the Offices of the Municipality, a copy can be requested from the applicant.
Objections and or comments relevant to a specific land development application can only be lodged within the objection period as advertised in the public notification as placed by the applicant.
Any objection(s) and/or comment(s), shall be lodged with, or made in writing to: The Group Head Economic Development and Spatial Planning, PO Box 3242, Pretoria, 0001, or to CityP_Registration@tshwane.gov.za. Objections or comments must include the grounds for such objection(s) and/or comment(s) with full contact details and must be submitted in the prescribed form as per Schedule 25 and FORM COT: F/31 of the LUM By-law, without which the Municipality cannot correspond with the person or body submitting the objection(s) and/or comment(s).
Schedule 25 and Form COT: F/31, to be completed by the objectors, can be obtained from the applicant as well as from the Municipal Office as published by the applicant.
Please note that, at the time of receiving the application, the Municipality does not have the specific dates when the applicant will embark on the public participation of the specific land development application. The applicant must comply with the legislative requirements as set out in the LUM By-law.
The application as displayed on the e-Tshwane Portal, is as submitted by the applicant. Any enquiry regarding the application must be directed to the applicant. The relevant application is published with a reference number, displayed under the tab: “Reference number”. This will direct the user to the relevant land development application.
